If you mean value in seo terms, then yes Google would need to have crawled and indexed the page before the links on the page would have value.

However, don&#039;t forget the direct value in the link itself. A page that hasn&#039;t been indexed or cached might still get viewed a lot and a link on that page can still drive traffic.</description>
