Google has openly said they don't care for the practice of buying links and so if they figure out that those links have been purchased at the very least they won't do anything for you and you'll have wasted your money. At the worst they might penalize you site in some way. Of course if they don't figure it out then you've purchased some links into your site and their value will depend on a number of factors. If it was me, though I wouldn't buy link packs. I can't imagine the links will be of any value and something tells me the sites you mention are selling snake oil more than value.
