I like using tools like Adobe Kuler as well. I recently purchased ColorSchemer Studio, instead of using online tools, but it does connect to ColourLovers with many ready made color schemes. which I have used.

Color Scheme Generator is a tool I've used in the past. There are a few other similar ones online too.

I wouldn't say it increases development time to use these tools. If anything I think they can make it quicker. Lots of people do use them.

Whether you use high chroma or not in a business logo really has more to do with the specifics of the business' brand than if high chroma is appropriate for business. I think you always have to design for the specific project as opposed to designing based on general rules.

I have used CMS such as Website Tonight and Joomla, but when it comes to picking color schemes, it is nice to have more control. Although this may increase development time, I find it more satisfying to create a color scheme with programs like Adobe Kuler. But most recently, my favorite one is Color Scheme Generator (http://colorschemetools.net/colorschemegenerator). I'm not formally trained in web design. I'm self taught. How common is my method? Also, I've just recently been made aware of chroma. Is it desirable to have high chroma colors in designs for business logos?
